The act of snuffing out a candle is symbolic in that it ends something. In a marriage ceremony, it ends the single life you have to be combined with one candle along with your partner.
The opposite seems to be true for birthdays. Either the candle is in the shape of the year you turn, or there are candles numbering the years.
You would think that if the same symbolic act were to be consistent, the candle would either be the age you used to be, or the number of candles would be of your former age. Thus, by blowing out the candle(s), you are ending that age and moving on to your next year alive.
